Notice of Final Determination for Millennium CCB Landfill Cell

MDE has reached a Final Determination in the matter of the proposed permit amendment to allow the disposal of CCBs in the second landfill cell of the Millenium Industrial Waste Landfill.   The decision is to issue the amended permit.  A public hearing was held at the Curtis Bay Rec Center on March 17, 2010 at 6:30 p.m.  Written comments were received until April 9, 2010.  The following documents are available for review in .pdf format:

CCB Regulations

CCB Beneficial Use Proposed Regulations - Announcement

The Maryland Department of the Environment (MDE) has proposed regulations for the beneficial use (BU) of coal combustion byproducts (CCBs).  These regulations (COMAR 26.10.11 – Beneficial Use) were proposed in the February 26, 2010 edition of the Maryland Register (see link below).  Comments were accepted through March 29, 2010, and are currently under review.

CCB Fee Regulations – Final Action – Announcement

A notice of final action was published in the February 26, 2010 edition of the Maryland Register (see link below) adopting the CCB fee emergency regulations which have been in effect since September 10, 2009.  The final regulations (COMAR 26.04.10.09 and .10) become effective March 8, 2010, superseding the current emergency regulations.  There were no changes made to the final regulations.

CCB Transportation Regulations – Final Action – Announcement

A notice of final action was published in the October 8, 2010 edition of the Maryland Register (see link below) adopting the CCB transportation regulations which were proposed in the February 26, 2010 edition of the Maryland Register.   There were no changes made to the regulations, which were proposed as an amendment to existing regulation COMAR 26.04.10.03.
