The Maryland Department of the Environment is responsible for review and approval of erosion and sediment control and stormwater management plans for construction activity by State and federal agencies. These plan approvals are necessary to protect the water resources of the State of Maryland from the adverse impacts of soil erosion, sediment deposition and increased stormwater runoff. Through implementation of the plan review and approval process the Department ensures that all new development, redevelopment and restoration projects implemented by State and federal agencies provide stormwater quality and quantity control measures that treat and manage stormwater runoff in accordance with regulations established by State law. Construction plans are also reviewed to ensure that, during construction activities, stormwater runoff from all disturbed lands is controlled and disturbances stabilized using best management practices.
The Department maintains the publication entitled "Maryland Stormwater Management and Erosion and Sediment Control Guidelines for State & Federal Projects". These Guidelines supplement the Stormwater Management Regulations (COMAR 26.17.02) and the "2000 Maryland Stormwater Design Manual, Volumes I & II". The Guidelines provide information necessary for submittal of stormwater management and erosion and sediment control plans by State and federal agencies to the Department's Water and Science Administration for review and approval. The guidelines and application may be downloaded here:

The Department is developing a Procedures Manual that addresses requirements, policy interpretations, and design decisions relating to the submittal, review, and approval of State and federal construction projects. While the Procedures Manual is under development, the Department will be issuing a number of Technical Memoranda (see below). These are intended to address issues or provide additional information to State and federal applicants, and their consultants.Technical Memorandum No.1 - Standard Items to Include on Erosion & Sediment Control PlansNOTE: This memo contains the "boiler plate" standard items that must be included on the erosion and sediment control (ESC) plans. These notes should be provided on the plans for all new projects. Projects that receive Concept Approval prior to July 1, 2016 can continue to use the old notes.
Technical Memorandum No. 2 - Alternative Surfaces and Artificial Turf
Technical Memorandum No. 3 - Stormwater Management and Erosion and Sediment Control Review and Approval Process for State/Federal MS4 Restoration Projects
Technical Memorandum No. 4 - What is Meant by "Redevelopment", "Reconstruction", "New Development", and Maintenance?"
Technical Memorandum No. 5 - Determination of Approval Authority
Technical Memorandum No. 6 - Stormwater Management for Bridge Decks
Technical Memorandum No. 7 - Soils Investigation Requirements
Technical Memorandum No. 8 - Solar Panels
Technical Memorandum No. 9 - Maintenance Schedules.pdf
