Maryland's 2012-2013 Milestone Goals
State Two-Year Milestones
To promote continual progress, EPA’s accountability framework for restoring the Chesapeake Bay calls on states to identify milestones to be reached in two-year increments. The two-year milestones are also are tracked closely by Maryland’s BayStat accountability system established by Governor O’Malley.
Maryland’s 2013 Milestones cover the period July 1, 2011 – June 30, 2013. There are two broad categories of milestones:
- The implementation actions are on-the-ground activities that will result in nutrient and sediment load reductions. The “Implementation Actions” summary table shows the incremental amount of pollution control activity for the two-year milestone period. It does not indicate the cumulative amount of implementation nor the reductions at the end of the milestone period. The cumulative reductions are still being developed using the Chesapeake Bay watershed model.
- The program enhancement actions are needed to increase resources and improve the implementation processes to accelerate future restoration.
EPA Evaluation of Maryland's Milestones
EPA conducted evaluations of the Bay watershed jurisdictions' 2012-2013 Milestone progress and their 2014-2015 Milestone commitments. EPA's evaluation of Maryland's two-year milestone achievements and commitments is available in both a two-page summary "fact sheet" as well as the complete final evaluation document.
A watershed-wide fact sheet provides a summary of EPA's evaluation of all the Bay watershed jurisdictions' milestones. The complete evaluations are available on EPA's Chesapeake Bay TMDL "Getting it Done" web site (leaving MDE).
Local Two-Year Milestones
In 2011, the County-based Local WIP Teams submitted narrative Phase II WIP reports describing how they plan to reduce pollution from sources in the urban/developed sectors (wastewater, stormwater, septic systems). The local WIP reports are included in the State’s documentation of Maryland’s final Phase II WIP. Most of the Local Teams identified Programmatic Two-Year Milestone goals for 2012-2013 as part of their WIP reports (some included BMP implementation milestones as well). In July 2013, at MDE’s request, most Teams provided Interim Status Reports on their 2013 milestone achievements. In early 2014 Teams submitted Final Local 2012-2013 Milestone Status Reports, which are provided below. Interim reports are presented where no Final Report was submitted (a number of Teams indicated they had no updates to their interim reports). As noted below, some Teams chose to provide 2013 Milestone status reports by including them in their proposed 2014-2015 Local Milestones, which were submitted concurrently and are also available on the Maryland’s 2014-2015 Milestone Goals page of this website.
